      "message": "Set runtime hidden API access flags\n\nThe hiddenapi tool encodes new access flags into boot class path\ndex files, but we do not want to use those at runtime. They are\ncumbersome to decode and interfere with other flags.\n\nThis patch introduces new runtime access flags kAccHiddenApiBits,\ntwo consecutive bits in the space occupied by intrinsic ordinals\nwhich are used to encode the four categories of APIs in\nHiddenApiAccessFlags::ApiList.
