      "message": "Global lock levels.\n\nIntroduce the notion of the mutators/GC being a shared-exclusive (aka\nreader-writer) lock. Introduce globally ordered locks, analysable by\nannotalysis, statically at compile time. Add locking attributes to\nmethods.\n\nMore subtly, remove the heap_lock_ and split between various locks that\nare held for smaller periods (where work doesn\u0027t get blocked).
