      "message": "Add a server-configurable flags API\n\nAdds a new set of flags that can be set by the command line, server\nconfiguration, or system properties. These flags can be used to enable\nor disable certain features or otherwise change their behavior. The\nflexible configuration options facilitate both development and also\nexperimentation.\n\nAs an example of their use, this CL also moves the\n-Xwrite-metrics-to-log command line option to the flags system\ninstead.
