Delete apexer_verbose flag.

This hasn't been useful since it was added. YAGNI, so let's remove it.
We can always re-add it in the future if needed.

Bazel

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
