Fix --experimental_platform_in_output_dir to be a build flag, not
common.

The flag doesn't work for `b query`.

Test: b query //bionic/...

The code in this directory is experimental. Bazel support for Android Platform is undergoing active development and workflow stability is currently not guaranteed.
