  "message": "Some optizations to wallpaper drawing/scrolling.\n\nFirst, fix some issues with the final wallpaper bitmap\nwe use: ensure it is always 16bpp, and make sure dithering\nof its bitmap is turned off.   We take of dithering\nwhen loading, to make sure we don\u0027t use it when drawing.\n\nAlso add new APIs to return the wallpaper with the equivalent\nof Launcher\u0027s old FastBitmapDrawable.  As doing this, also load\nthe default wallpaper the same way as custom ones, taking care to\nresize it as needed at load time.\n\nFinally implement a mechanism for the window manager to wait\nfor the wallpaper to redraw at its new position before returning\nfrom the application\u0027s call to change the offset.  This ensures\nthat the wallpaper better tracks the application.
