      "message": "Better handling of various types of compilation in DexOptimizer\n\nFrom the runtime perspective extract-only/profile-guide-compiled/fully-\ncompiled oat files are up-to-date and don\u0027t need dex2oat. We don\u0027t grant default permissions\nto apps if the version on the system image does not\ndeclare them. This is correct for default grants on\nfirst boot or a new user creation.
