Additionally, some flags [such as PARSE_IS_PRIVILEGED\nor PARSE_IS_SYSTEM] aren\u0027t always determined based upon APK location\n[they change based upon which apps are installed]. This means we\nhave to perform some gymnastics to set them correctly _before_\nparsing a package.\n\nInstead, these should be scan flags that can be determined at a\nlater point during package parsing.
