      "message": "Fix two shortcut manager issues\n\n- isUserUnlocked check is still racy\nWe used a local copy of each user state in mUnlockedUsers, and updated\nit in the service lifecycle events. However because\nSystemService.onUnlockUser() is called on Handler, there was a brief\nwindow between when the user was actually unlocked and the shortcut\nmanager thought the user was unlocked.\nSo now check with activity manager for the latest state too.  We still\ncheck with the local copy first, because we want to consider STOPPING\nas \"unlocked\".\n\n- Messenger loses all bitmap icons.\nBecause we delay-save the shortcuts.xml file, if the device shut down\nbefore we save the XML file but after removing the bitmap files,\nwe\u0027d lose the bitmaps.\n\n(Apparently SystemService.onCleanupUser() may not be called even when\na device is cleanly shutting down.)\n\nSo don\u0027t remove bitmap files synchronously, ever, and instead after\nsaving the XML just run the dangling file cleanup.\n\nBug 30784267\nBug 30730471\n\nChange-Id: Ie58656efba2dca2b00582e145613bc56266a091e\n"
