      "message": "Improve robustness of package manager certificate collection.\n\nThe package manager contains an optimization which reuses cached\nsignatures instead of reloading them on startup if the package\nappears to be unchanged.  This commit adds an extra check to ensure\nthat the PackageSettings object actually has valid signatures since\nit has happened that they have gone missing.
