This commit adds an extra check to ensure\nthat the PackageSettings object actually has valid signatures since\nit has happened that they have gone missing. For sites like nytimes.com,\nthere is a JavaScript constantly updating the content.\nIf we don\u0027t block the live update during drag/fling,\nframe rate can drop by 30%.\n\nThis essentially reverted the CL for http://b/issue?id\u003d2310295.\nBut as we honor preventDefault on touch move now,\nthe two sites mentioned in that bug do not have problem\neven after this CL.\n\nFix http://b/issue?id\u003d2574172"
