netd_integration_test: stop skipping rate limitting kernel config test on GSI
I believe the older kernels without this have aged out.
IFIRC rate limitting was added as a feature in T,
and all T+ era kernels should thus support it.
I guess this means V GSI on S might not pass this test.
But those images should probably just be updated.
Certainly it's not unreasonable for 3 OS version upgrade
(S->T->U->V) to require some minimal changes from
the oem/vendor (ie. enabling a couple kernel config options)
